The Constitution of
The English Club
of Kutztown University of Pennsylvania

The English Club of Kutztown University of Pennsylvania will seek to encourage all manner of creative expression at Kutztown University and its surrounding community. It will support the initiatives of the English Department and its constituency in furthering appreciation and application of English in all forms through service, partnership, fellowship, scholarship, mentorship, and leadership.

  • Article I: Name.
    The name of this organization shall be the English Club of Kutztown University, hereafter referred to as EC.
  • Article II: Purpose.
    The purpose of this organization shall be to cultivate fellowship among scholars of English of any major at Kutztown University.
  • Article III: Membership.
    • Section 1:
      Regular membership shall be open to any Kutztown University student who has paid the Student Activity Fee during each semester of membership.
    • Section 2:
      Associate membership shall be open to any faculty member, staff member, or administrator at Kutztown University. Associate membership can also be offered to any student, full- or part-time, who has not paid the Student Activity Fee.
    • Section 3: Statement of Non-Discrimination.
      Consistent with all applicable federal and state laws and University policies, this organization and its subordinate bodies and officers shall not discriminate on the basis of race, color, age, religion, veteran’s statue, sex, national origin, or disability in its selection of members, education programs, or activities.
  • Article IV: Officers.
    • Section 1:
      The Executive Board Officers of this organization shall be as follows: President, Vice President, Treasurer, and Secretary. Due to the club’s affiliation with a parent organization, senior officers (President, Vice President, Treasurer, and Secretary) must be members of Sigma Tau Delta International English Honors Society.
    • Section 2:
      The Junior Board Officers of this organization shall be as follows: Parliamentarian, Technology Officer, Fund Raising Officer, Community Service Officer, and Publicity and Recruitment Officer.
    • Section 3: Election of Officers.
      EC Officers shall be elected for a term of one semester. Elections will be held at the last EC meeting of each semester and officers will be determined by the majority vote of those in attendance.
    • Section 4:
      Officers shall take office at the end of the semester during which position conferral by majority vote was determined and shall serve for a period of one semester. A quorum shall consist of 50% of the active members and must be present for elections to take place.
    • Section 5:
      Officers shall maintain a 3.0 Quality Point Average throughout their term of office.
    • Section 6: Duties of Officers.
      All Officers are responsible for communicating the means and manner of their responsibilities to their successors.
      A. The President is responsible for conducting organization business.
      B. The Vice President will support and assist the duties of the President.
      C. Check requests or purchase orders must be signed by the President or Treasurer, and the advisor.
      D. The Treasurer is responsible for the EC’s funds.
      E. The officer responsible for conducting the meeting is the President.
      F. The Secretary is responsible for maintaining a list of active members and issuing communications for club activity among advisors, officers, and members.
  • Article V: Removal of Officers.
    • Section 1:
      Officers failing to fulfill the given responsibilities and duties may be removed by the active members of the EC.
    • Section 2:
      A written grievance by members seeking removal must be submitted no less than five academic school day’s prior to the officer’s defense.
    • Section 3:
      The officer in question will be allowed a one half-hour defense during the meeting with which the vote of removal will be held. To effectively remove the officer, a 2/3 vote of the active membership is required.
  • Article VI: Replacement of Officers.
    • Section 1:
      In the event of vacancy of the President, the Vice President will assume the Presidential role, as required by line of succession. A new Vice President must be elected through the election process at the next EC meeting.
    • Section 2:
      All other Executive Board positions found to be vacant shall be filled by member election by the next EC meeting. Any person elected to fill a vacancy shall serve as officer until the next election.
  • Article VII: Meetings.
    • Section 1:
      A regularly scheduled general meeting shall be held at least four times per semester. The officers may call additional meetings as the need arises.
    • Section 2:
      A quorum shall consist of 50% of the active members.
    • Section 3:
      A quorum shall be present in order for any official business to be conducted. Official business shall include elections of officers, setting of dues, and any other major decisions affecting the organization.
  • Article VIII: Committees.
    • Section 1:
      In public consultation with a quorum of active members, the officers of the organization shall have the authority to create any committees, standing or special, that will further the purpose of the organization.
    • Section 2:
      Committee Chairs will be directed by the Executive Board Officers.
  • Article IX: Affiliation.
    This organization shall be affiliated with Sigma Tau Delta, the International English Honor Society. Members of the EC who hold a Sigma Tau Delta membership shall abide by its constitution and by-laws in all cases where there is not a conflict between their constitution and by-laws and this constitution and/or the rules, regulations, or policies of Kutztown University. In instances of conflict, this constitution and/or rules, regulations, or policies of Kutztown University shall take precedence over the constitution or by-laws of Sigma Tau Delta.
  • Article X: Parliamentary Authority.
    The EC will manage official club meetings in accordance with the latest edition of Robert’s Rules of Order hereafter referred to as RRO. Elected officers shall familiarize themselves with the principles of RRO and defer to the club parliamentarian for clarification during proceedings should conflict arise.
  • Article XI: Amendments.
    • Section 1:
      All amendments to this constitution require notice of one week prior to being discussed and voted upon.
    • Section 2:
      All amendments require a 2/3 vote of quorum for adoption.
    • Section 3:
      Amendments become effective only after approval by the Student Government Board Parliamentarian, the Student Government Board President, and the Vice President of Student Affairs.
  • Article XII: Advisors.
    The advisors of English Club shall be members of the English Club and he/she shall be a professional member of the faculty and/or staff employed by Kutztown University of Pennsylvania.
  • Article XIII: Organization Compliance.
    This organization shall abide by all laws and policies set forth by Kutztown University and the Student Government Board.
